Leads not answering the phone or texting back

So as a lead gen agency of course the main complaint we get from our clients is that they don’t answer the phone or text back. Of course we tell them to call the lead asap, text them asap. Follow up multiple times etc. they say they do all that and the leads still don’t respond. I texted a few of our client’s leads myself and they haven’t responded.
We even setup some SMS and email automation to try and help.
Anyone found any kind of solution for this?
