Slightly Overpowered Heroes (and IMO how to fix)

Reaper: I think if one of these changes were to be implemented that he would be much more realistic and fair. With all of these how they are, I think he's just a bit too much.

HP: 250 -> 200: (Reaper is the only Offense hero with over 200 hp, and it really isn't necessary because he deals massive and easy damage, heals on kill, and has a low cooldown invulnerability spell)

Remove ability to pick up health packs while in Wraith Form: (It logically doesn't even make sense that he could interact with health packs and nothing else as a Wraith, and with 250 HP easily fully restored with a convenient nearby health pack gives him far too much sustainability for someone fighting him)

Decrease his damage output slightly: (Reaper is far too sustainable given the above two spells, and including his teleport skill he doesn't need to be dealing as much damage as he does now)

This is unrelated to above, but I've multiple times been way above a Reaper ulting (albeit to the side, yes) and I have still taken the full damage of his ult. This seems strange to me, because during it he is just shooting to the sides of himself.

Bastion: Same deal as with Reaper, I think he would be much more fair if one of theses changes were implemented.

Semi-quickly building up his damage to a target to the full damage amount he has now, the more he fires on the target (and when he reaches full damage and goes off of them for a bit he retains it.): (I don't think it's fun for an unsuspecting non-tank to go out in the open for 2 seconds and then disappear. There should be somewhat of a little warning.)

A very slight spread on his turret-fire bullets: (A turret Bastion shouldn't be able to kill a Widowmaker from across the map faster than she kills him, given they both see each other at the same time. In addition, Bastion shouldn't be able to kill a tank WAY faster and more reliably than a Widowmaker from the same far away distance.)

When Bastion goes into turret mode, and then unloads an entire clip, he has to go out of turret mode and wait a little while before becoming a turret again: (How he currently is enables the camping stalemate behavior that is never fun for the offensive team. Being able to sit there and reload gives the offensive team no time to make any kind of effective move. Not to mention the fact that it condones lazy gameplay, which more than likely steers players from being able to play more active heroes, because they are literally just running around, pressing shift, and then just holding down their mouse whenever they are on an enemy.)

I write this about Bastion not from the perspective that he is way overpowered and unfair. Still though, in my opinion, I think Overwatch would be a better game if he was just removed from the game. He is the only game-warping hero; he's literally the only hero in the game where the enemy team HAS to pick some kind of counter to him, or it is very difficult for them to win. Yes, like any hero, he has his counters, but if the enemy team does not pick one victory is very grim. There is no other hero that any non-counter hero can reasonably deal with. Sure, heroes like tracer can end up being super annoying, but Bastion is the only hero that can grind a game to a complete halt if there are no counters picked on the other team.
