Why does my dog aggressively bark after 30 seconds of meeting guests?l

I’ve never seen anything like this before. The German Shepherd (spayed, 12 months) will quietly and cautiously approach guests. She will go to them without being aggressive. At which my father in law (in this example) stuck out his hand to pet her. She sniffed it and let him pet her.

Afterwards she remained calm for several seconds. But soon after she began loudly starting to bark and got super aggressive, including running around him. There WAS a delay between the head petting (which she likes) and the change in behavior

I don’t understand this. Shouldn’t this happen when they first meet new people? Why the big delay? Did my father in law do something wrong?
