Question About N12 and Personal Use in Condo

My landlord owns 2 condo units in the building. He lives in one unit, and I have been living in the other for about 10 years. Obviously rent controlled. He has never tried above guideline increase, although I am certain he is noticing that similar units in the building are renting for more than double what I am paying currently.

Can he give me an N12 for personal use, move in. Then rent out the other unit, to a new tenant, at the much higher rate?

He has not taken this action, but I am curious if this is possible.
