Anything in the way of bylaws for a landlord with an ancient and inadequate laundry system?

Hey all, I feel like the answer to this is likely "can't do anything about it, use a public laundromat", but just in case there's a solution-

Landlord has a building with ~100 people living it. One washer, one dryer, COIN-OPERATED (yes, in 2023), meaning that every few days the coin slot fills up and it's unuseable. It's particularly bad when the washer is fine and the dryer is at max capacity for coins, because you're not going to put coins in both and hope no one uses the fee you paid for the dryer while you're waiting on the washer, which is even more likely given there's only one of each in a reasonably sized apartment building. Basically if you get caught having started the wash and the dryer is full, you can't dry your clothes for a few days, which is pretty awful when you have to go to work the next day.

I guess I'm wondering if there's anyone I can contact to force them to modernize. I feel it's unlikely, but worth a shot, maybe centered around the fact that they DO offer laundry service, it's just impractical and irresponsible.
