it's dark as HELL and that's the point. I think you're supposed to notice how fucked up it is that the HA can classify anyone as a monster and then do whatever they want with them, even if it's glaringly obvious that they've just got a human drugged beyond belief and strapped to a chair. The corruption of the HA has been in there aaaaaalllll the way back to when they were talking about newbie crushing and "exotic" pet monsters escaping to run amuck, and we know human trafficking has been going on for at least as long as a lot of the characters have been alive: Tatsumaki was sold to that psychic organization as a kid and Flash was stolen for/Sonic was born into the Ninja Village.

There are also SO MANY organizations/characters built around weapons dealing/military/firepower/etc.. We have, again, the Ninja Village; Bofoi and Kuseno as suspiciously skilled recluse geniuses amazing at building things that can annihilate and terraform; the mercenaries that worked with Atomic's disciples; soon the Neo Heroes; of course the Heroes Association..... Every rich person has been minimally shitty too, and has used their money to corrupt what should be public services to varying degrees.

There's a lot of human trafficking going on and a lot of money being made off killing people, but I think you're more meant to take away that everywhere you look, there are extremely powerful organizations with a lot of money working with each other to make sure they hold/grow in wealth and power...and usually at the expense of the people who put faith in them to protect them. sounds familiar 😑
