This is the has been on almost every copy of the book since the very beginning. Everything for the manga is written by ONE, but even if it wasn't, he obviously likes it enough that he kept it on the title pages as an introduction to the main character for almost the past ten years. If he didn't like it and thought it didn't fit--as we saw with the redraws--he has absolutely zero problem getting rid of it.
It's actually one of my favorite parts of the manga, because this sounds exactly like if Saitama was asked who he was and tried to write it out--poor writing, inconsistencies, and nonsensical dreams included. It's like what he'd answer on the hero exam when they asked what kind of hero he wanted to be. We all know he completely failed the written part of it--seeing this example, that makes perfect canonical sense XD
