Does Android 13 limit external Bluetooth volume on OnePlus 8t?

Fixed the issue on my new Bluetooth speaker where when you press the up volume it stops and beeps at you telling you that your at max volume. Yet this is happening on my boom 3 that is connected to my OnePlus 8t. When I press the volume up button the boom 3 beeps loudly indicating I'm at max volume but I can go to the phone volume rocker and turn the volume up more? Why is that. Also you use to be able to turn up the volume on a Bluetooth speaker and see the volume bar on the phone go up or down. That isn't happening anymore. Lastly, my phone doesn't have a2dp I'm the developer options to try to fix this. Please help!
