I haven't taken very good care of my car's exterior for several years, how do I fix it?

I haven't taken very good care of my car's exterior (but have always kept up with oil changes, brakes, tires, etc) and after several years of being parked outside, the paint on the hood and the roof are lackluster and kind of rough.
Is this something that can be fixed with thorough detailing, or will it require more of a paint job to restore it? I'm not sure where to start.
