Why are some shows like breaking bad and better call Saul so good but others aren’t

I know this question is stupid but let me explain.
It’s not like breaking bad or BCS had insanely high budgets, or anything that isn’t available for a lot of other studios.
So why aren’t there more of those type of shows? The money is there. Amazon and Netflix are pushing out money for shows like crazy.
