Why do the bags for standard loaves of bread tend to have a twist tie and buns tend to have that notched plastic clip?

I thought maybe it's because the loaf bags tend to be skinnier leaving a smaller amount of plastic which would require something tighter like the tightly twisted wire, but then I was thinking they could just make the notch and opening on the clip smaller for the loaf bags.
