Why is Steve Inskeep repeating a bullshit Republican talking point-- Red Bull Joe-- and just chuckling about it?

Heard this morning, Steve interviewed a Republican (Bush) and a Democratic (Clinton) speechwriter, and when both of them pushed the Red Bull Joe thing-- that somehow there's such a thing as performance enhancing drugs that can make you perform better in a debate or speech-- Steve just laughed about it repeated it, and failed utterly to push back that such a thing doesn't exist.
What is it with NPR now just flat out repeating Republican propaganda without fact checking / pushing back?
