Jacket Sticking

So I shot my Mosin for the first time since I purchased it in 1995. Iโ€™ve totally gone through it stripped down cleaned throughout. But the bolt is rough to work, and I can only shoot one round at a time because the jackets get stuck and the bolt wonโ€™t open. I have to pull the cocking piece to release the bolt, open it and stick a cleaning rod through to get the jacket out of the chamber. Is it a bad extractor? Or something else. Please help, what a fun rifle to shoot, and want to just fire off all the rounds!
