What are the rules around someone directly messaging every single poster in my subreddit. Tell the poster to post in there subreddit that is nothing more then a tiny copycat room of my own?

I have completed many many time to the admin of Reddit. Went to mod support mail. And nothing. This users keeps spamming every poster. Nothing has been done. It’s been months.
