Mobs spawning in tight spots now?

So it used to be that mobs would require a certain amount of space around them to spawn. However I found this cow on a 1x1 block. he MAY have hopped there but I doubt it.
This could also explain how mobs are appearing in narrow 1x2 mine tunnels.
