How to breakthrough?

I’ve been a middle manager for about 7-8 years, I can’t seem figure out how to move through this world of pain. I have a a CIO who keeps asking me to ‘accelerate’ adopt changes ahead of a big transformation, ‘quick wins’ all the usual BS. Funnily enough, the programmes all have no funding and even if I wanted to execute I have no execution team. It’s about begging, borrowing and doing everything on the side of the desk. Anyone else come across this type of scenario?
