I played for about 20 minutes trying to get last place purposefully because i needed the use lightning challenge. I literally didn't steer, turned off smart steering and would only use items. I still would get 2nd or 3rd place. This was in peach circuit and rainbow road r, the last one. I even went down to 150cc and still would get 3rd. I had to drive into walls on purpose just to try to get 7th place. I just could not get into a low place consistently to get lightning.
