MacOS not loading kexts from /Library/Extensions

Odd problem here, MacOS is not loading systems extensions from the /Library/Extensions folder. This affects my Motu sound card driver as well as Intel Power Gadget.

I can (and am doing) manually load them with

sudo kextload /Library/Extensions/(filename).kext

and have even setup a AppleScript to make this work (and everything works as expected once I do this) but I'm trying to figure out the underlying cause and a more permanent fix.

If I'm not mistaken, this started happening after I setup a Time Machine disk backup system and I am guessing however the snapshots symlinks work for that to happen has messed this up somewhere.

Anyone faced this or know how to fix this? I have tried Disk Utility First Aid, switching on/off SIP and Secure Boot and installing/reinstalling the affected drivers/softwares in various combinations. When running Intel Power Gadget without loading in the kext manually I get a prompt to run

touch /Library/Extensions

and reboot but that hasn't done anything either.

They don't pop up in the 'System Extensions Blocked' prompt in Security Settings either.

System details:

MacBook Pro (16 inch, 2019) 2.6Ghz 6 Core Intel Core i7 16 GB RAM
