What defines the tier of a contract?

I think I know the answer, but please let me know if I'm wrong.
The location you pick up the mission is where the tier of rewards you receive when completing. Is this right?
I mainly ask because there is a raid weapons stash that you can pick up in T2 around C5 which will lead you to a RWS in T1 at C6 at the train station.
Obviously if this is the case it is a super easy way to get a T2 mission done for a potential T2 schematic drop. Can anyone confirm I'm not going mad?
