B352 - South Eastern England Infrastructure Bill

A bill to provide funding and set up temporary public works schemes to construct new transportation infrastructure throughout the eastern portions of England (ranging from Kent to Cambridgeshire and eastward).

BE IT ENACTED by The Queen's most Excellent Majesty, by and with the advice and consent of the Commons in this present Parliament assembled, in accordance with the provisions of the Parliament Acts 1911 and 1949, and by the authority of the same, as follows:

*1) Definitions

a) “Public Works Schemes” refer to government operated programmes set up to achieve the goals later described in the bill. These will be temporary employment schemes for the unemployed, long-term or short-term. They will also be open to those willing to participate in construction. Private contractors who seek out contracts to complete these plans will be included under this term.

2) Course of Action

a) Leave Blank until Budget is Passed

b) Three plans will be directly funded from the Exchequer and the Department for Transport.

c) The plans are described in the following order:

i) Lower Thames Crossing “Option B,” A new road crossing in the Swanscombe Peninsula area, connecting the A2 near Dartford (south) to the A1089 road, north of Tilbury Docks.

(1) Cost is approximately £90,000,000.

ii) Ashford Smartlink, a rail line expansion based out of Ashford, Kent. It will feature a three-pronged route expansion towards the following locations:

(1) Chilmington Green to the south-west, possibly serving Cobbs Wood, Godinton Park, Singleton and Stanhope.

(2) Finberry to the south-east, also linking with the Orbital Business Park, Waterbrook, the Newtown Railway works, Designer Outlet and the International railway station.

(3) The Warren to the north-west, serving the Eureka leisure development at junction 9 of the M20.

(a) The cost is approximately £30,000,000.

3) Investment

a) The Government will invest £25,000,000 into the research and development of transportation technology to make transport across all mediums safer, faster, cost-effective, and more efficient.

b) The Government will fund local governments involved directly with the construction of these new pieces of infrastructure and alleviate their debts should the councils, towns, boroughs, etc. experience debt due to construction.

i) The cost of alleviating possible debt will be determined should the issue arise.

4) Short Title, Commencement, and Extent

a) This act may be referred to as the South Eastern England Infrastructure Act.

b) This act shall commence 365 days after its passing.

c) This act will extend to England.
