Job Training Bill 2015
An act to incentivise off the job education to improve social mobility and increase opportunity.
BE IT ENACTED by The Queen's most Excellent Majesty, by and with the advice and consent of the Commons in this present Parliament assembled, in accordance with the provisions of the Parliament Acts 1911 and 1949, and by the authority of the same, as follows:—
Definitions
- Job training will be defined as any sort of training that allows the trainee to acquire a job related skill.
Incentives for Businesses to Provide off the Job Training
- Every business that provides three weeks of off the job training to their employees per year will be given a 2% cut to their nominal tax rate.
- Every business that provides six weeks of off the job training to their employees per year will be given a 4% cut to their nominal tax rates.
- For a business to qualify for either of the aforementioned deductions at least 75% of their workers must have be enrolled in a training program or have been offered training.
- If a business provides one week of training to its employees it will receive one third of the tax cut specified in section 2.1 of this bill.
- If a business provides two weeks of training to its employees it will receive two thirds of the tax cut specified in section 2.1 of this bill.
- If a business provides four weeks of training to its employees it will receive two thirds of the tax cut specified in section 2.2 of this bill.
- If a business provides five weeks of training to its employees it will receive three fourths of the tax cut specified in section 2.2 of this bill.
Oversight
- Once a year, inspectors will be sent to businesses who qualify for one of the incentives in section 2 of this bill.
- Businesses that qualify for one of the two incentives in section 2 of this bill will be required to submit a report to the inspectors detailing what skills their programs provide to their employees.
- A board of experts, to be appointed by the Department for Business, Industry, and Skills, will be used to determine if the skills being taught by the training programs are actually of use to the employees in the job market.
- The board of experts will also be tasked with creating a list of approved courses to see that businesses have a guideline of what courses to offer their employees and to ensure that the training employees get is useful in the workplace.

Title, Extent and Commencement
- This bill may be referred to as the Job Training Bill 2015.
- This bill extends to the United Kingdom of England, Wales, Scotland and Northern Ireland.
- This bill will take effect on January 1, 2016.
