Landlord wants to charge deposits for not taking bins

I live in an HMO with 8 others. Over Christmas the housemates that stayed didn't put the bins out and when I returned it was disgusting. The landlord actively uses the property my HMO is in because apparently she wants to both take our rent money and have the property but whatever.

She popped by one day to use the garage and noticed the state of the wheelie bins and said she would charge our deposits if they're not sorted out.

Pretty sure that's not legal, and can she even take deposit money during an active tenancy?
