Accidents from Extra Hours

I had a brand new sector and was turning it into a food sector, BUT it was in a state of Extra hours for a total of less than 30 seconds on normal speed and there was an explosion in an EMPTY stockpile. This "accident system" is absolutely garbage and it is unfun to play around.
