Need help understanding prorating and court settlements. Please and thank you.

Anyone knowledgeable about auto insurance claims and prorating damages? I have a court order awarding me 2800 for my truck that was totaled almost a year ago now. but insurance wants to pay 1400 and make me sign a release of liability for them and the owner of the car. Is this normal? And do I have an recourse to get the rest of what's owed to me?
