Yes. We can argue about the whole "Is resisting the government ethical/possible" or "should burglars fear for their lives" thing for the rest of time but fact is that when organized crime replaces a good deal of the government even the pretense of beneficence falls away and that can happen relatively quickly.

Not to mention that in the modern day in urbanized environments the amount of pain one can inflict on would-be invaders scales directly with the amount of guns you have among the civilian populous.
