Has anybody ever attempted to get size limits change on a local lake?

I’m just curious if anybody in here has gone about trying to petition their states department of natural resources, to change regulations on a local lake? If so how did you do it?

Some background for asking this question. I live in south central Wisconsin, close to a lake that is a very popular walleye lake. Because of this I’ve noticed over the past several years a substantial decrease in the amount of walleyes my dad and I are catching, along with other local anglers I talk to. Just 10yrs ago it wasn’t uncommon to go run 3 tip ups straight off of a boat landing and catch a limit of walleye in an hour. Now your lucky to catch one in a few hours and odds are that fish isn’t legal size. Between the two of us we have over 40yrs of experience on this lake, so it’s not just a we don’t know what we are doing type of thing. I also don’t think this is a lack of food type kill, because there’s always a huge bug hatch every year on this lake due to the mostly muck bottom, and there is an abundance of smaller bait fish in this system. It seems to be an issue with fishing pressure as the lake has gotten quite popular in recent years. Normally on a week night there would maybe be one other vehicle at the boat launch. Last night when I got there, there was probably 10 vehicles. And that was just at one launch.

The lake in question is just over 7k acres in size, so it is fairly large. But it’s also shallow with an avg depth of 4ft and a max of 8ft. Current regulations are 3 fish over 18”. I’d like to propose a slot limit to protect the spawning class of fish in the 19”-24” range. So something like 3 fish a day 15” minimum size nothing kept between 19”-24” and only one fish over 24”.

Anybody have any thoughts on this?
