How to replace a light bulb... yes really.

I have a spot light bulb, over the tub, of a home recent purchased and this thing is kicking my butt!

The house is in Houston, TX built in the mid 80s but I think my problem child might be from a remodel.

I have tried everything I can think of, duct tape folded over, twisting rings, looking for tabs, throwing rocks and nothing has worked. It might be a fixture that the whole canister pulls down, but that the previous owner (who I have found cut lots of corners when it comes to upkeep) might of heavily caulked around when painting the bathroom. Any suggestions would be greatly appreciated before I rip down most of the bathroom ceiling trying to replace it.
