Marrakesh - Pipe Dreams Challenge without Contract

I can’t find it anywhere but I would really like to complete the Pipe Dreams challenge in Marrakesh in a mission, and not with a contract. Is it possible to get any of the standard targets (Gilded Cage, House Made of Sand) to smoke at the Shisha Lounge?
For instance I am able to gun lure either target to the lounge but is there any way to prompt them to smoke? I don’t think there is but was curious among you if anyone’s managed it.
