If you're going to nerf passives to being useless, just remove them.
Post Body

Title. This is specifically geared toward Arctic Armor and glacial downpour. Arctic armor and glacial downpour in their current form are so behind the power curve in duels that it's laughable.

Arctic armor gives you ONE armor per turn, max, for freezing an enemy, which is already highly conditional. Yes, that means if you cast blizzard and freeze 7 things, you get a single armor. In fact, if you have 7 water elementals and each one attacks and freezes a different target, you get one armor. It's like a fucking joke.

Glacial downpour is even worse. T2 passives NEED to give you a big power spike. Whiffing T2 passive is oftentimes the end of your run. So, what's the big power spike for glacial downpour? A 2/1 elemental. Once a turn, contigent on playing a frost spell. ?????

I think what annoys me the most is how ridiculously lazy these balance changes have been. Special delivery is still a solid choice, so why are these two so terrible? Either buff them a bit, or remove them completely. As it is, you're actively punished for having the audacity to put frost spells into your starting deck.
