Question about passive treasure generation

Are passive treasures completely random, or are they weighted to work with at least some cards in your deck? I keep getting offered absolutely terrible passives for the deck I have built. Trying to play elemental shaman, I get offered Conduit of the Storms (I have zero overload cards in deck), Inspiring Presence (I have 4 legendaries in the deck - This is the only passive that makes even a little sense), and The Floor is Lava (I guess this works, sort of, kind of, if you squint and look at it just right?). The deck is designed around lots of battlecries and elementals. I was offered no battlecry passives and the buckets I was offered were giant legendaries, murlocs (WTF?), and group learning, of course.

This post is just more of a frustrated rant, but the underlying question is "Are passives totally random?"
