Question about Champions League qualification

Let's assume in a hypothetical situation, Chelsea win the Champion's League. Arsenal finish 3rd in the EPL and Tottenham finish 4th.
1st and 2nd go through automatically. Chelsea, as Champions, go through automatically. Since there are 4 spots for English teams, would that mean Tottenham would be out of the Champions League next season, and Arsenal have to play a playoff game to qualify?
