The unemployment rate in Peru has been decreasing steadily for years, it now sits at roughly 2.5% and is set to reach 1% by 2020. But, until then, there are still many thousands of adults with no job and completely competent minds and bodies, and they're going to waste! Instead of simply waiting for them to get a job, let us require these people to volunteer for state organizations that help our country! We can also set up an organization to help them find jobs in the private sector as part of this! 2.5% of our 31 million people is still 775,000 people whose expertise and talents are going to waste! This new system will be implemented as soon as possible and will set the unemployed to work, utilizing their talents and giving them things to put on their résumés. There will be simple menial tasks for the unskilled and uneducated, such as clean ups and infrastructure building, among many other types of jobs. There will be much more opportunity for those who have skills and an education, perhaps getting them back into the workforce for, as an example, a teacher in a national college.

This new policy should dramatically help our economy and lower not only unemployment but unhappiness, too, as who wants to just sit around all day?
