In order to further connect the people of the Communidad Andino and to improve the economy of all of our brother and sister nations, the Peruvian government has put forward a motion to construct a new generation of railroads throughout all of the member nations major industrial centers, especially in Northern Peru and Colombia. It will be a joint project, and, with our collective industrial power, should be completed in 2020. It will pass through Santa Cruz and La Paz, through the major Peruvian cities, into Ecuador's Quito and Colombia, and even to Caracas in Venezuela. It is not a single rail-line, but a series of them, and will allow for increased prosperity among us all.

EDIT: I've learned that the Andes aren't completely ready for HSRs, and will instead build normal rail lines that will carry freight and passengers around the CA.
