February 20th, 2024. Parliament of Uganda.

The MRN unanimously decided to name as their candidate, Gen. Elly Tumwine, the leader of the revolution and the spearhead of the anti-Muhoozi movement in the Armed Forces. The National Unity Platform (NUP), declared Robert Kyagulanyi Ssentamu as their candidate, and the FDC named Kizza Besigye as their candidate.

The election, which, as per the approved decree, would confirm the President through a simple majority, suffered immense protests in part of the media: newspapers, news magazines, TV networks and others refused to cover it, and dozens of journalists launched a manifesto to protest the decision to have an internal election, claiming that “even Museveni, with his autocratic regime, had national elections.”

Most of it fell on deaf ears, and the confirmation was simple: Elly Tumwine was now the President of the Republic of Uganda, for the term period of Feb. 20th 2024 – Feb. 20th 2026, as per the terms of the proposal filed in Parliament on Feb. 11th.


The Provisional Cabinet

The first act of President Tumwine was to establish a cabinet that could fit his purposes and help him govern the nation during these two years, which he claims are “the most important in Ugandan history”. His cabinet, as per his affirmations, are to be highly technocratic, and made to fit one purpose: “serve Uganda at the best of its abilities”.

Therefore, the President has published a list, containing his cabinet members, who, as he has proclaimed more than once, are “highly skilled members in each of their careers, and are the most capable people that I know.”

As per Section 111 of the 1995 Constitution of Uganda, the President can alter the Cabinet to his will; President Tumwine has made sure to utilize that to the best of his abilities by doing a massive Cabinet reform, as follows:

The Cabinet established by President Tumwine is considered one of the smallest cabinets yet, abolishing all of the Ministry of State cabinets, while consolidating a lot of different ministries into a few; according to the President, this is going to be a part of a wider ‘Sanitation Campaign’, as per his own words.


The First Sanitation Campaign

Making good use of his limited time from the State of Emergency in Uganda, President Tumwine has launched a massive campaign for the investigation of corruption in Uganda.

This campaign, using the current resources of the police, will be focused mostly on the crimes of corruption, sedition, bribery and influence peddling, while putting other crimes in a low-priority basis for a whole month. During this month, all of the data obtained during the initial coup will be utilized, and anyone arrested will be given the opportunity to sign plea deals, as investigations will continue upper and upper into the scales of the government.

Tumwine was been called a demagogue and a ‘brutish authoritarian’ for his measures, and this sanitation campaign is no different; the ample powers given to the Ugandan State due to the State of Emergency, has provided Tumwine with the perfect excuse to prosecute corrupt elements in Ugandan society – except himself, naturally.

During this extensive Cabinet reshuffling and reorganization, Tumwine has set 150 police officers and investigators aside, in order to thoroughly investigate all members of the Cabinet and their employees, in order to guarantee that they are capable of exercising their functions.

This widespread campaign has also been widely propagandized in State media, who calls it ‘the greatest clean-up of Uganda’. Regardless of what the people can call it, the results are going to be clear by March 11 of 2024.
