Flag of the Ministry of Healthcare
With major strives being made within Ukraine, some other strives are being made financially. The tasks and operations we used to be able to do but no longer could afford are now well within our reach.
Minister Viktor Liashko has secured enough funds for a major reform, creating a network of family doctors with immense improvement to medical emergency services as was promised nearly twenty years ago. Previously, bribery and corruption within Ukraine’s health care was widespread but now the country has turned itself a new leaf as hospitals in dire need of funds are finally receiving it.
New medical equipment is being dished out to hospitals. The Emergency Medical Reform in Ukraine provides the improvement across the board in following,
Emergency Medicine
New ambulance vehicles (Electric) for a full replacement fleet by 2030
New equipment for ambulances
Basic First-Aid Training in Secondary (Heimlich CPR AED Training)
Standardization of medical care (includes the paid retraining of current emergency staff from drivers to paramedics)
Increased pay of both Medical Dispatchers, paramedics and drivers
Adoption of a 3-bag system (BLS, ALS and ILS [Basic Live Saving, Advanced Life Saving and Intermediate Life Saving Equipment])
Expansion of Medical Reporting as well as mandatory sterilization of equipment after use
This will also face jail time if patients are lost due to the failure of sterilization. It has been included under malpractice.
Pre-Hospital Care Changes
Policemen as well as general first responders (fire brigade, police, pharmaceutical workers, freight conductors, flight attendants, etc.) will be included in this as all within Ukraine will have to take mandatory first-aid courses in these courses and will have received a basic certification.
There will further be a standard vehicular first aid kit for all police and emergency services vehicles with advanced kits to be standard for all airliners. Airlines in Ukraine will now have capabilities of handling situations to decompression sickness to emergency hemorrhaging to delivery.
Standardization of Medical Care
As furthered from 2017, Ukrainian Doctors will be under new clinical guidelines and will have to take yearly conferences to discuss, educate and learn new methods, new drugs as well as abandonment of outdated and dangerous procedures. Further from this, there will become a national health-care and clinical database, allowing for comprehensive facility-to-facility care from each physician to another.
Already operating with HeRAMS (The WHO Project) we are not only establishing more health care facilities but also the general availability of care ranging from burn trauma to emergency trauma and to encourage more physicians and nurses as well as paramedics, as stated before the pay rate of these professionals will increase drastically to above-average standards of living. ($850 a month to $1-3,500 a month)
Ministry of Social Policy
Thanks to the IMF, Ukraine had received an $8.4 billion emergency assistance package to assist overhauling the entire pension and social security system in the country. Modeling to that of a degree from both Russia and the United States, the age of retirement shall remain at 60 with the monthly pensions moving $30 a day ($900) to that of $75 a day for single retirees ($2,250 a month).
Unemployment benefits shall also be changed from $500 a month to $1,500 a month to be on par disability benefits, raised to the same amount as well (ranging from 10% to 100% financial assistance due to the disability). The unemployment offices and firms within Ukraine shall also be revamped to allow for extensive and widespread job offers to find stable and relevant work for each individual respective of their oblast.
Мать-Героиня
Mother Heroine. In Ukraine, once again it will be rewarded if a parent is able to raise 8 or more children within a household. As observed within the Soviet Union, it shall be within Ukraine that women shall be bestowed the state’s honor for contributing back to Ukrainian life in both medallions and in financial assistance for larger families.
The goal is also to promote an increased level of health in mothers and children,. Mothers who raise 5-9 children shall be rewarded benefits ranging from an additional $1,500 a month to $3,000 a month (for 9 children). They will be entitled to a number of privileges in retirement pensions, public utility payments as well as food clothing cards (a monthly allowance to purchase these goods for their family).
The hope and goal of this is also to ultimately help tackle Ukraine’s growth rate as well as lowering population rate, but we’ll see how this one goes. Ukraine mother’s who die in child birth shall also be granted this award posthumously.
