Factory Unlocked vs Carrier Unlocked S23, and Their Effects on Software Updates

My wife bought a refurbished unlocked S23 from BackMarket, and we have been spending so much time trying to figure out why her phone stays on OneUI 5.1 (October update). She uses AT&T for her carrier. We believe this S23 used to be Verizon locked, and that this is the reason why she isn't able to update to OneUI 6.0. However, if this is the case, then why were we unable to wirelessly update after removing her SIM card? Will she be able to eventually get the update, or should we just return the phone back to BackMarket and look for a factory unlocked phone?
