[Help] Forcing Overlay to reference a different layer

So here's what I'm trying to do and I'm not sure how to do it or what exactly to search for for tutorials.

I have a image I would like to work on. So I go in, do a bunch of overlays, and I'm like yeah this looks fine if I blur it it'll make some nice contour on top of that image. But wait, I drew all on top of the image so now I can't blur it without also blurring the image. Is there a way to have the overlay function reference another layer or something while I'm drawing on a different layer.

Pretty much a self taught newb here just trying to make things work. Anyways, thanks for any help.
