Is my computer or wifi the problem (or both)?

Hi all, I’ve recently started playing but I’ve noticed quite bad lagging but I’m not sure if it’s because of my pc or my internet. I live in Australia which has pretty shotty internet anyway, but I know mines especially not great. My PC specs are: Gigabyte GeForce RTX 3060ti 16gb fury ram Msi b560m pro motherboard Intel i5 11400 f CPU 256gb SSD (I plan on upgrading in a couple weeks anyway)

And my current wifi speeds (at 11pm) are: 23.10 download and 2.99 upload on my Ethernet

So it seems like it would be an internet problem but I also want to be sure it’s not something that easily fixed by upgrading my pc

Edit: I’ve bought a new SSD (1TB) and I’m redownloading it, but while doing that I checked to see how much of my cpu it was using to see if I could play baldurs gate, and turns out one of my Ram sticks wasn’t inserted properly, so I’ve only been using 8gb of ram :( so once it’s finished downloading I’ll see if that’s fixed majority of the issues :)
