Railroads had existed in Sweden in simple forms since the late 1790s as wooden tracks with carts drawn by horses mostly near mines and ports. Invited by the king for his ideas was Count Adolf Eugéne von Rosen, he presented an idea to draw a line to connect Stockholm to Gothenburg over land using steam locomotives. He argued that such a land route would not just help spur trade and movement of people but also connect the regions between such as Linköping and Jönköping as well.
The king, Karl XIV Johan, gave his blessing to begin surveying the land where the line would be drawn and its subsequent construction after the exact route had been presented again to the court. However, some doubts about the project already emerged regarding costs and time.
