Whatever force is pulling people into Fromville is not doing so randomly.

• We know that Elgin, Victor's mother, and Tabitha all had dreams before they got there about the place (no I'm not sure Tabitha realized it until the bit with the red stones last weekend).

• When Fatima is talking to Elgin in season 2, she mentioned that a lot of people there have visions and she wasn't surprised that Elgin had as well

• that we know of, Boyd, Ethan, Sara, Tabitha, Victor, Jade, Elgin (maybe more, I'm not sure that's a complete list) are seeing the boy in white, dead kids, dead people, or having someone send them text messages by writing in blood on their arm.

I don't think this is a Buffy style "Chosen One" situation. I think probably every single car that gets pulled in has at least one person inside who has some sort of psychic sensitivity or connection to Fromville. Whatever is pulling them in is doing so and hopes that at long last one of those people will be able break the place.

Doesn't mean every single person still in town is sensitive. Most cars have more than one person and a lot of people have gotten killed.

But basically almost all of them are chosen as candidates to defeat the place
