My 16 year old thinks I'm over reacting

After Desantis announced that schools would be opening at full capacity my son wanted to know if I was going to let him go back to school. So I was honest with him and told him that it doesn't look like it. His options will either be FLVS or traditional homeschooling. I'm a certified secondary English teacher. I took time off to have a baby and now I'm a stay at home mom. So I am fully capable of providing a legit education myself if need be.

He got so upset. He thinks I don't care about his mental health and that I should just let him live at a friends house so he can go to school with his friends.

Just a side note, my husband has a weakened immune system from a brain tumor and my mother in law who's right at that cusp of age that makes her high risk* so we are being extra cautious.

I'm at a loss at what to do to get him on board. Because homeschooling absolutely will not work if he's not on board. I tried the usual stuff like you don't have to start at the buttcrack of dawn, you can have a say in the curriculum, the school day isn't as long...but none of that outweighed the fact that we aren't comfortable with just acting like everything is business as usual so he can hang out with his friends.

Anyway I would really like to hear what other parents are doing about this....
