contractor never pulled permit, replaced knib and tube electric.

Title says it all. We hired a contractor to replace the knob and tube in the house. He did so and sealed all the walls back up over the course of 2 months. I asked about the permits before final payment and he got defensive saying he didn't need to pull permits.

After some research I realise he didnt have the license to do this work (city of Philadelphia) so theres no way he can get the permit. So I've withheld final installment of payment until I can figure it out.

My questions;

  1. Am I at fault/screwed here?
  2. Can I get the electric certified after the fact by someone else
  3. How do I approach my insurance about it? I wanted to get my premium down by updating the electric but now am worried to tell them.
  4. How will this affect my ability to rent or resell the home in the future?
