Well .... cut down Version:
The LB-Fill from Link procs from Dual Wield.
Meaning you do not need a ton of Materias to get him to produce his LB every 2 turns.
In the end, Mog-Wisdom and Maybe some Prodigy Goggles are more than enough to get his LB every second turn.
