Playing a card game should be fun. You know what is fun? Making choices. If you have no cards in your hand, there are no choices to be made.
My proposal: Make it so you can keep 1 card. Then there's at least a choice of what you keep. Much more interesting than simply having no cards for the rest of the game. This also would have the control player be more on their edge of their seat "what did they keep?". It would make the card 20 times more fun (averaged out between both players).
You could even reduce the faction requirements or some such to compensate.
