Elgato 4K60 Pro - No Capture Devices Found?

Any suggestions?
I installed the 4K60 Pro into a PCI slot. I booted up the PC and installed the 4K Capture Utility. The software cannot seem to see it.
I've checked in OBS too, but it doesn't notice it there. I can't see it in Device Manager.
