Okay this is absolutely bonkers

I sold an item on 7/17 for $700, purchased a label through eBay and sent the item via USPS. It was marked as delivered as of 7/19. On 7/20, buyer opened a case against me for item not delivered. I re-added tracking and was told by two eBay reps to contact them on 7/26 and they would close the case in my favor. So I did that this morning and it went as they said it would. As of two hours ago I received an update that the case was appealed and now decided in the buyers favor due to me agreeing to issue a refund but not issuing it. At no point did I offer a refund. I obviously appealed back, but what the hell? Has anyone had this happen?
