Decision Made - Missing ROE

I just had my EI application updated to "Decision Made". However, the latest update said they cannot make a decision on my claim until I can provide an ROE from my last employer.

However as I explained on my precious reddit posts on this thread, I didn't pay any CPP or EI cuz I'm considered an independent contractor as far as they're aware. Because of this I can't really provide an ROE. I've made it clear to ServiceCanada that my hours for that particular company were not insured and I was advised to fill out an EI for self-employed for this reason.

Now I'm confused. Do I call EI and explain it to them again?
