Energy Exchangers and going down in current

I'm trying to make my energy exchangers essentially charge themselves, which is probably why I'm having problems but I have a circuit(image) that discharges and charges automatically through its own energy. It works fine until the chargers keep going down to 21.1MW and back up constantly switching between 21mw and 45mw which is why I have a big pile of uncharged accumulators below.IS there a way to stop the current power thing from screwing me over or am I doing this the wrong way? I'm sure it'd be better to be constantly supplying fully charged accumulators but I'm lazy and don't have the resources for that.
