Question about block out dates and how they affect crowds

I was just reading the other day on this sub about block out dates and how they may impact crowds.
I'm strategizing for a future visit from Canada and never thought to plan around block out dates. I see some at the end of March and first week of April relating to the SoCal passes.
Would a visit in that time potentially see lower crowds than times not in the block out period? (I don't expect empty parks or anything.)
