ETA: So after reading through all of the discussion (thanks for contributing!) I’ve decided that Disney doesn’t fix the pizza here because…
They don’t have to. I don’t think PP is made for the discernible customer that can be serviced elsewhere. At the end of the day it’s a quick cash grab ($9 a slice!) for people who don’t know better, don’t really care, or are kids.
The business model works because it’s located in a really high traffic area, has plenty of cool/shady comfortable seating (something that can be a nightmare to find at times) and offers free refills, which can also be difficult to find.
Unofficial statement from Disney seems to be: Yeah, we know. Deal with it.
